Joseph Yocca Joseph Yocca brings over two decades of top level state legislative and government relations experience to Capitol Venture. In his professional capacities inside the California State Legislature, Mr. Yocca served as Chief of Staff to the Senate Republican Leader and Policy Director to various legislative offices, including the Assembly Minority Floor Leader and Whip. He was responsible for many major policy directions for those caucuses since 1986, when he began his career as chief of staff to the Assembly Whip. His career in the legislature also included service as Chief Consultant to the Public Employees and Retirement Committee, and he also served as lead staff on budget policy issues in both the Senate and Assembly. Widely recognized as an authority on legislative procedure and state budget policy and process, Mr. Yocca brings additional valuable experience as a political consultant and as a respected legislative advocate for the past decade. His areas of policy concentration include the state budget, healthcare, transportation, education, energy, business regulation & taxation policy, resources and government agency relations. Mr. Yocca has been widely quoted in major public policy and news publications throughout his career in California’s Capitol concerning the top political and public policy issues of the day. He has also been published in various public policy journals in the state, including California Political Review, Reason and Government Affairs Today. He has been featured in Who’s Who in California and in many periodicals and journals. He is a graduate of California State University and resides in Sacramento.
